A swimming pool or spa is classified as containing 300mm or more of water. This includes inflatable or portable pools.
Dams and ponds are not classed as swimming pools.
A Building Permit is required for the construction, erection, assembly or placement of a swimming pool and/or spa that is capable of containing a depth of water of more than 300mm.
Inflatable and portable above ground pools are not exempt and will require a Building Permit.
All swimming pool and spa safety barrier fencing require a Building Permit.

The City is required to inspect swimming pool and spa fencing once within 4 years. Swimming pool and spa fence inspection information is as follows:
- The City will write to owners when an inspection is due
- The City's inspector is authorised to access a property to conduct an inspection
- An annual fee is charged via rates notices for standard inspections
- Requested additional inspections incur an additional fee.
