Development Contribution Plan No. 4 - Report, Infrastructure Cost Schedule 2021 and Assessed Values

Development Contribution Plan (DCP) No. 4 has recently come into effect over Development Contribution Area (DCA) 4 (Anstey Keane (Forrestdale) Urban Precinct). Both DCP 4 and DCA 4 have been approved by the Minister for Planning and are now included in the City of Armadale’s Town Planning Scheme (TPS) No.4.

Owners within DCA 4 are required to make a proportional contribution towards the cost of common infrastructure. An owner’s liability to pay the contribution arises in accordance with Part 5A of TPS No. 4. DCP No.4 is a mechanism to effectively share the cost of providing common infrastructure within the Anstey Keane (Forrestdale) Urban Precinct. This coordinated approach to the provision of common infrastructure will assist the City to deliver essential infrastructure and facilities that will serve the precinct and its community.

Following DCP 4 being gazetted/included in TPS No.4, Council is required to finalise a review on the DCP 4 Report and Infrastructure Cost Schedule (ICS), including Assessed Values.

The DCP 4 Report is a report appurtenant to the Scheme and DCP 4, and containing information and instructions on the operation of DCP 4, as periodically reviewed in accordance with DCP 4. The DCP 4 ICS is a schedule appurtenant to the Scheme and DCP 4, and containing the estimated cost of Infrastructure and Administration of DCP 4, contribution cost, land area deductions and land area summary, as periodically reviewed in accordance with DCP 4. Assessed Value means a land value obtained in accordance with the procedures described in clauses 4.4.5 to 4.4.6 of DCP 4.

At its meeting of 25 January 2021, Council resolved to advertise for public comment the DCP 4 Report, ICS 2021 and Assessed Values, which have recently been reviewed by the City. Please note any comments received on a Common Infrastructure costs or Assessed Value should be supported by evidence from a suitably qualified individual in the specific field of the submission. Also, this is not an opportunity to change the list of infrastructure to be funded via DCP 4, as this is set as described in Schedule 9B of TPS No.4 and has been approved by the Minister.

The DCP 4 Report and ICS 2021, including the proposed contribution rates per hectare and Assessed Values are available for viewing/download or at the City’s office. Comments are invited until 17 March 2021.

Following the consideration of submissions, the DCP 4 Report and ICS 2021, including the proposed contribution rates per hectare and Assessed Values will be presented to Council for final approval and will remain in place until the next review.
