2017/18 Council Rates

The 2017/18 rates include an increase of 2%, broken down into:

  • An average increase of 1% in the cost of the goods and services that the City provides.
  • A further 1% required to enable the City to deliver the additional services, amenities and infrastructure a growing urban community needs.

Details of the rates and minimum payments to apply are as follows:

The different rates in the dollar and minimum payments to apply for 2017/18, are explained as follows:

In the Gross Rental Value areas of the City

There are three differential rates in the dollar depending on:

  • Whether the land is vacant land;
  • The purpose for which the land is zoned.

The higher rate in the dollar on vacant land serves to promote the development of land to its full potential thereby stimulating economic growth and development in the City.

The higher the rate in the dollar on land zoned for business purposes is to acknowledge that certain works and services included in the Annual Budget are provided mostly for the benefit of business type properties, such as:

  • The Economic Development function encourages commercial and industrial businesses to locate and relocate to the City of Armadale.
  • Upgrading the street network and street lighting systems in the CBD.
  • Increased maintenance and operational costs in and around shopping precincts.
  • Increased maintenance and operational costs in industrial areas.
  • Increased costs to improve the streetscapes of entry roads into Armadale.

There are two differing minimum payments. The reason for the higher minimum on land zoned for business purposes is the same as explained above.

In the Unimproved Value Areas of the City

  • One rate in the dollar and one minimum payment applies.

Specified Area Rates (SAR)

Some areas pay a SAR to cover the cost of additional services in that location.

1. Townscape Amenity Service

The purpose of the Townscape Amenity Services SAR, is to enhance the amenity level of specified areas through increased service levels in programs such as litter control, verge and streetscape maintenance, verge mowing, etc.

The Townscape Amenity Service is focused on four business/commercial areas within the City, namely:

  • Specified Area Rate A – Armadale Town Centre
  • Specified Area Rate B – Kelmscott Town Centre
  • Specified Area Rate C – Kelmscott Industrial Area
  • Specified Area Rate D – South Armadale Industrial Area

2. Residential Amenity Service

The purpose of the Residential Amenity Services SAR is to maintain and enhance the public open space provided in the newer residential estates to a standard higher than that which occurs in public open space throughout the remainder of the City. These include maintenance of irrigation systems, garden beds and park lighting.

The Residential Amenity Services SAR is focussed on the new residential areas of Piara Waters/Harrisdale (SAR F) and Champion Lakes (SAR G).
