Keane Road Strategic Link

The completion of Keane Road as an important local linking road was identified by the Western Australian Planning Commission in the 2001 Southern River / Forrestdale / Brookdale / Wungong District Structure Plan. The existing dedicated road reservation which sets aside the land for the currently un-constructed section of Keane road is also identified as a local road in the City of Armadale's District Zoning Scheme.

Part of the un-constructed section is also identified as part of Bush Forever Site No.342 in the state government's policy for regionally significant bushland. Bush Forever policy guidelines requires that road construction works in existing dedicated road reserves are designed and managed to minimise the impact on the values of adjacent bushland.

Before any works are undertaken in this environmentally sensitive area Council wants to ensure that the road construction can be completed in an environmentally responsible manner. Council is therefore undertaking a comprehensive environmental impact assessment - Public Environmental Review (PER) - so that the Environmental Protection Authority (EPA) can assess any impacts under the Environmental Protection Act 1986 and the Minister for the Environment has the opportunity to set appropriate conditions and guidelines. The City has also referred the proposal to the Commonwealth Department of the Environment, Water, Heritage and the Arts which will carry out a further assessment of the road construction proposal as a "Controlled Action" under the Environment Protection and Biodiversity Conservation Act (project summary and further updated process details are provided below).

Southern River Forrestdale Brookdale Wungong District Structure Plan

Following a number of community workshops and subsequent public advertising of the community's preferred plan the Western Australian Planning Commission released the final Southern River Forrestdale Brookdale Wungong District Structure Plan in January 2001 (further details can be obtained from the WAPC website).
